Article VII – Terms of Office and Duties of Board Members
Section 1 - The Executive Board shall consist of the President, 1st Vice President, 2nd Vice President, 3rd Vice President, 4th Vice President, Secretary, Treasurer, State & National Representative and New Parent of Multiples Coordinator.
Section 2 - All elected officers shall serve for a period of one year. Officers are required to attend Executive Board meetings and general membership meetings. If an Executive Board Member has three unexcused absences during a term of office, they may be removed from office. The Executive Board shall determine what an “excused” absence is.
Section 3 – Power and duties of officers:
The PRESIDENT shall preside at general membership meetings of the club, shall appoint all standing committee chairmen (except the Budget Committee) and appointive officers subject to ratification by the Executive Board, and be an ex-officer member of all committees except the Nominating Committee. She shall sign checks jointly with the Treasurer and/or Secretary and/or Advisor. She shall submit a list of estimated yearly expenses for the coming year to the Budget Committee.
B. The FIRST VICE PRESIDENT shall preside at the general membership meeting of the club in the absence of the President. She shall act as program chairman for the club. She shall present a tentative list of programs for the approval of the Executive Board. She shall submit an estimate of yearly expenses to the Budget Committee.
C. The SECOND VICE PRESIDENT shall be in charge of coordinating memberships, including the maintenance of a record of all members in good standing. She shall be in charge of compiling a directory of current members in good standing to be distributed to each paid member. The 2nd Vice President shall notify the 3rd Vice President and the New Parents of Multiples Coordinator chairman when a new member joins and shall be in charge of greeting new members at meetings. She shall maintain the “yellow pages” expert list. She shall submit an estimate of her yearly expenses to the Budget Committee.
D. The THIRD VICE PRESIDENT shall be the editor of ‘The Matched Set Gazette’. She, along with the Newsletter Committee, shall be responsible for editing, typing, printing and circulating the club’s newsletter. She shall turn over any records or notes concerning the newsletter at the July committee meeting. She shall present a list of estimated yearly expenses to the Budget Committee.
E. The FOURTH VICE PRESIDENT shall be responsible for coordinating fundraising projects for the club. She will need to keep an accurate account of the members who actively participate in each fundraiser. She shall present a list of estimated yearly expenses to the Budget Committee.
F. The SECRETARY shall keep a true record of the meetings, including those of the Executive Committee and have custody of the bylaws and current job descriptions. She shall also write correspondence deemed necessary by the President and the Executive Committee. The Secretary shall be in charge of ordering club stationary and supplies with the approval of the Executive Board. She shall submit an estimated list of yearly expenses to the Budget Committee. She can sign checks jointly with the Treasurer and/or President and/or the Advisor.
G. The TREASURER shall collect monies due and shall have custody of all funds of the club, deposit same in the name and credit of the club with such depository as may be designated by the Executive Board. She can sign checks jointly with the President and/or the Secretary and/or the Advisor. The approval of the Executive Board shall be necessary for all disbursements not listed in the approved budget. The Treasurer shall appoint a Budget Committee to assist her in submitting a printed proposed budget at the September meeting. The Treasurer shall make a financial report to the club at every regular meeting. The Treasurer’s books shall be open to the inspection and audit of the Executive Board or any committee appointed for this purpose. The Treasurer shall close the books as of July 31st and deliver all funds in her keeping to her successors.
H. The STATE & NATIONAL REPRESENTATIVE shall be the club’s liaison between the Texas Mothers of Multiples and the club. She shall be the club liaison between the National Organization of Mothers of Twins Clubs and the club. She shall assemble state and national literature and information to be presented to club members. She shall coordinate all State and National convention planning. The State and National Representative shall maintain a list of club members in good standing which shall be sent to National Organization at appropriate times. She shall update this list with the National Organization as new members join. She shall present a list of estimated yearly expenses to the Budget Committee.
I. The New Parent of Multiples Coordinator shall be responsible for coordinating support for the new parents of multiples (POM). This shall include organizing the new parent meetings conducted before the general meeting, chairing the sunshine, nursing supplies, preemie and maternity clothing committees.
J. The ADVISOR shall be the chairman of the Executive Board and shall preside at meetings of the Executive Board in the absence of the President. The position of Advisor is not an elected position, but shall automatically be considered to be the immediate past President of the club. If the immediate past President is unable to serve, another person with past Executive Board experience shall be appointed by the President with ratification by the Board. She can sign checks jointly with the President and/or the Secretary and/or the Treasurer.
